1) Why was Veronica so mean to Logan in S2?
quick answer--as a defense mechanism. V wanted to keep Logan out of her mind and heart, and so, she erected a stone wall with razor wire on top. Logan is slippery though and managed to wiggle his way through.
Before the amazing LoVe kiss at the Camelot, V had been through a lovelife trainwreck that destroyed her world. Duncan, the boy she thought was the 'love of her life,' dumped her without warning and without even telling her. In an effort to put on a brave face and show the world that Duncan's seeming cruelty and her clique's shunning her (b/c of her dad's accusations regarding Lilly's death) did not break her, she goes to Shelly's party and ends up being raped. V pines away for D for a while and then tries to move on with Troy (another 'winner'). Turns out, he is a drug-dealing liar WITH a secret girlfriend and uses her (for her PI skills). Later, she 'dates' Leo, but they only went on three dates that I saw and barely interacted.
Suddenly, she has these crazy intense feelings for her former nemesis. The way she looked at Logan from WOD to the eppy before the S1 finale cannot be discounted. V was falling for Logan and hard. (Logan was falling for V hard too). But, she has had some awful experiences. Logan was very mean to her once upon a time. That alone would make a girl leery. In addition, Logan lied to her or avoided telling her things quite a few times. Although he had decent reasons for some of them, some were just stupid (i.e. the gasoline). After her Troy experience, I can understand her wanting to keep Logan as much at arm's length as possible to see if 'the other shoe was going to drop.'
On top of that, the last time she gave her heart to someone (said I love you) was a relationship that ended very badly. D dropped her for no reason and acted like she didn't even exist for quite some time. Bound to make a girl nervous (hence her response to Logan's declaration). I think she wanted to believe Logan and believe in him, but she just had too many bad experiences to trust him enough to say what she was feeling, trying to protect herself from more pain.
Weevil and V's mom really screwed things up for Logan too. They were glaring testaments to the idea that people don't change, no matter how much you want them to and how much help you give them. So, when Logan started inviting trouble and lying about it, V tried to cut her losses. She still loved him and wanted to be with him (in my opinion), but she did everything that she could to pretend otherwise.
V dated D again, but the passion (if any ever existed) was gone. She seemed comfortable with him, but that's all. He didn't get her heart pumping or put that dreamy 'in love' look in her eye. VD was sweet and safe, but most definitely NOT true love.
and despite all the walls V put up, Logan still managed to get under her skin. She tried to be indifferent to him, but he made her angry, and he made her laugh. She tried to disentangle him from her life entirely, but she ended up warning him about Dick Casablancas Sr. and helping him with the Felix case anyway, almost getting killed (or branded) in the process. Despite everything, she got very emotional twice worrying about his safety (in his room after Kendall had visited him and after the River Stix incident). and...then there was the dance (sigh). She tried to avoid gazing into his eyes but couldn't...same deal with the Epic love chat...which brings us to

Yes, yes, and yes. and she never stopped.
3) Why isn't RT playing to one of VM's greatest strengths (LoVe)?
I think that RT has made a couple minor mistakes, but in general, he's doing LoVe the way it should be done. I think that allowing LoVe an entire episode of happiness is not too much to ask and fast forwarding through their summer romance was just WRONG. But...he did give us the dance, the Epic love chat, and all that yummy jealousy (the L-D fight, the mutual jealousy at the hotel when they came out of different rooms, the scene in which V can't continue the VD makeout session b/c she saw Logan with Kendall, etc.)...plus, Logan and V saved eachother, V by helping Logan stay out of jail, and Logan by getting her out of Liam and Cassidy's clutches. I never stopped believing that they had strong feelings for one another.
Then of course, the Weevil/Logan and Logan/Wallace interactions were great, and I doubt these would have occurred if RT had done LoVe differently.
